He also holds Bachelors in Law, Political Science and Sociology by the University Complutense, Madrid. Professor Martínez Sierra holds a PhD in Law and was awarded the label of “Doctor Europeus”. He is a specialist in International and Comparative Law by the University of Amsterdam and holds a Master’s degree in European Union Law by the University of Alcalá.

He has been adviser to several Ministers of Education. He was appointed General Director for International Relations in the Ministry of Education. He has chaired the High Level Group on Education Policies of the European Union and the international committee of the Campus of International Excellence. Likewise he has been member of the Board of Directors of the Cervantes Institute and also member of the Board of Trustees of the Universidad.es Foundation as well as Secretary General of the European Community Studies Association (ECSA Spain).

He has tutorised several PhD theses. Furthermore he has been in charge of the implementation of competitive research projects, specialization courses and international seminars in Europe and Latin America. He has completed various research stays in the Universities of Amsterdam, St. Gallen, Bonn and Mayor de San Andrés. He was stagiaire of the European Union Council and international election observer.

He has been Visiting Professor in, among others: Universidad de Alicante, Universidad Autónoma de Madrid, Universidad de Barcelona, Universidad Carlos III, Universidad de Extremadura, Universidad de Granada, Universidad de La Laguna, Universidad del País Vasco, Universidad de Bonn, Benemérita Universidad Autónoma de Puebla, Instituto de Investigaciones Jurídicas de Puebla, UNAM, Universidad de Guadalajara, Universidad Andina Simón Bolívar, Universidad Mayor de San Andrés, Universidad Federal de Santa Catarina, Universidad de la Plata, etc.
